Compulsory age lowered in Phila?

Dear Howard, I am wondering about the compulsory age law in Philadelphia. I´ve heard that it was lowered from 8 to 6, only in Phila, not in other counties. Is this correct? Do I need to file an affidavit for my younger child (age 5)? Will I need a portfolio/evaluation for her next year? Thanks. Jennifer
